HELP!!! DIRT PROBLEM!!!

i've some kind of dirt all around my rim ( only 1, other none )

imagine this kind of dirt cant be removed easily...i've tried so many things...from washing powder to THINNER....... the darn stain just wont come off......

how? helpp!!!!!!!!! my new car no pretty liaooooooo
