1996 SO4 center air cond panel

I need some adviseabou the center panel of my aircond vent in my 1996 honda civic..the thing is this, my air cond vent is broken (both) and i want to know whether do i have to change the whole center panel or can i change the air cond vents only??A few chop shops suggested that the whole center panel has to be changed and they do not sell the vent separately...is this true?please help guys.....
