rusting roof

hi all...
have some q want to ask about this headache problem...

some advice to sand off the rusting area n fix it with antirust material.
some advice to cut out the whole rusting area n tampal back with metal n antirust.

so which one is better?
will cut out the rusting area will weak the chassis?

#ignore the final solution that is change the roof.

my fren done to my roof before...
he used fiber glass on the first layer and after that cement for the second layer
before painting my roof.
I'm just paint my car in Dec,now still waiting if any pimple comeout.
He already eval for his fren before,after 1.5 years still no pimple..

try first,save cost!
